Just wanted to throw this out there to clear up a MAJOR POINT mistakenly made by Looper. As to your identification of the High Council as to be the High Council of "Assassins". It is most definitely NOT! It is actually The High Council of International Organized Crime. Not Assassins!!! That would make a really HUGE difference in both the plot and motivations of characters in all the movies and I just wanted to clear that up for those who might have been misled by that statement... :)

Handa Karma they’re not really organized crime or assassins but an organization built on a professional career of being hired for taking out certain people. Kinda like a band of mercenaries who are hired by organized criminals and are financed through them however what really holds more weight are the blood pacts, gold coins, mercy amongst people they could have killed but chose not to so as to later get something in return, and the Continental. The High Council basically are the heads of their society and remain hidden from the real world to remain elusive from any outside influences
