So from what I understand, Dr. Psycho is an actual villain from the Wonder Woman comics who is a misogynistic psychic, but I haven't read any stories with him so I'm not sure if he was exaggerated for the show or not. Also, there is a long standing joke referencing Batman having Shark-Repelling Bat-Spray in the 60's Batman movie.

In the comics he's a vile evil thing. Sick sadistic monster. Here he's pretty funny and way more "normal" despite still being a tool.

Also, the animation industry usually hires Fem-presenting-voice voice actors ages 18-23 for kids roles in cartoons, and then 13+ characters get "normal casting"
