This is much more dastardly than it looks at first. Cats can't see very well right in front of their faces, so having some of the trays empty is confusing. They can't easily tell if there is or isn't water without getting close. That will be why they sometimes lean over to sniff the water. They're trying to confirm their suspicions without touching the water, but as we can see, they occasionally slip up and step in it anyways ❤️
