This could be realistic in some scenarios. Fire that is prevented from burning all fuel quickly could stay lit longer. Although rain typically wets the ground which suffocates the fire faster anyway, some soil types that have a lot of embedded air can actually do this if the conditions are right. However, I believe it is just random in that game also.

GTA III and VC are basically the same game in terms of the physics and logic, SA was built from the ground up. (Not sure about IV and V though). I do believe that issue with the rain is because the wind conditions are usually stronger when it rains, so stronger wind somehow negates the rainwater. 🤷‍♂️

Well, to be fair to SanAndreas- you typically won’t take out petrol fire with water because the petrol will just float above the water, spread and continue burning.... So, that logic is 100% accurate. For petrol fires, it’s typically advisable to use carbon (IV) oxide extinguishers... I know I’m a nerd, don’t bother gloating it😅.
