The sanded clear coat you apply the decal to, it that a 2k top coat clear or or a base coat clear?

Hi, how would you make the transparent leftover borders of the decal disappear totally in the background? It seems more matte than the rest of the paint background. Is white waterslide paper the only way?

Does spray with the airbrush fix that too, levelling out the surfaces, or do I need to add more thickness to the background paint around the transparent borders of the waterslide?
