sort of impractical.. by the time you get those things deployed whoever is in the boil is long dead....

Many people have lived more than an hour trapped in a Low Head Dam and there have been many firefighter fatalities during body recoveries. This largely mitigates the danger rescue personal face in both instances, rescue and recovery.
