They haven't so much rehabilitated that part of Church St. as annihilated it. I don't think a single one of those buildings still stands. Attucks Theater is one of the only older buildings I can think of on Church St. And it wasn't renovated and reopened until 2004.

if you look at the politicians in this film, they could care less about that neighborhood

@@Roadtripmik oh for sure they didn't. It was all a publicity ploy to make themselves look like good, caring people. I'm guessing the legislation never passed and that part just went to complete ruin and as can be seen today, was completely demolished. If it had gone through, they would have moved everyone out that worked/owned business, sold it to developers and would have still demolished all of it for a shopping mall. Note: speculation on my part. I'm not deep diving into that rabbit hole.

The area is unrecognisable. All those buildings stood between Princess Anne to Brambleton Avenue intercession of Church Street. In 1981 Norfolk was a city nobody to grew up in . As time went on people were moved from slum homes into public housing which older buildings were torn down with empty lots left . Back then Housing Authority and Redevelopment were a beast if you couldn't pay your property taxes but has since claimed down.

Curious. Was Norfolk chosen for this project?
