Not all B1G school's have implemented this new B1G revenue sharing agreement. It is correct that House Revenue Bill has not been voted on. Wisconsin violated the NCAA bylaws by not entering Lucas into the transfer portal. There was never an option of withholding Lucas out of the portal. The NCAA needs to punish Wisconsin for their violation.
