The "playtime is over" line has to do with the fact Sam is canonically doing this because he's fucking bored. If you're still confused here's the context: In the actual game, the buff politician man (Armstrong) is using a group called World Martial to start a war in Pakistan with an army of robots powered by the brains of orphans from 3rd world countries. On top of that, he also uses social media to release a fake story about how a military based full of soldiers was destroyed even though Raiden prevents it. The reason he's doing all this is so he could become the next president of the U.S. and rebuild/reform the nation to one built on strength through a war economy similar to what happened in Metal Gear Solid 4 with what the Patriots tried to do. To quote Raiden to what he said to Armstrong. "I was wrong, you're not greedy... YOU'RE BAT-SH*T INSANE!!!" (Edit: As for where he gets the armor from his skin... Two words. "NANOMACHINES SON!" Basically, the guy has been cybernetic-ally enhanced with nanomachines that harden in response to physical trauma.)

Mistral wants it because it makes her feel alive (E-girl), Monsoon wants it because it's in human nature (Memes), Sundowner wants it just for fun (in touch with his inner child), and Armstrong is doing all of this so he could change U.S. for the better.

Edit: Also this game was part a trend going on at the time where big flashy hack and slash games like this in the 2010s were basically left unfinished. DMC4 was a big one and you had to replay the backwards in the second half and fight all the bosses 3 times. Revengeance restarted production twice due to Kojima asking for a completely different game each time. I don't know why that was so prevalent but it happened to a lot of games.

So the blood is more than likely white in the japanese version because in MGS4 cyborgs like Raiden had white blood as their fuel source like the milk blood in the androids from the Alien franchise.
