My mother's family lived in the Rheinland,where the river often flooded the towns and villages beside it,and that would have been going back as far as at least the 50s. Relatives told me about their experiences of the water levels rsing high enough to leave them marooned in the upper floor(s) of their house. If you look closely at some of the buildings along the Rhein you'll see a Hochwassermark here and there,a physical reminder of how high the water rose in a particular year. There are some in Cologne,for example. That said,this looks a far more widespread calamity than all that - my sympathy for all those affected.

In England too,housing developments were built on flood plains by opportunistic developers and natural drains some locals knew the worth of were stupidly blocked up,and then the suckers to who those houses were sold were left wondering why they were so flood-prone. You're right,it pays to do due diligence before buying. Luckily for me,I live in a location that is very much uphill. It can rain cats and dogs here and it'll just give the garden a good drink and flow down somewhere else and maybe become someone else's problem,though any serious flooding incidents are comparatively rare in this locality.

Kingston upon Hull flooded 2007 I think , because we are at sea level or below . The rain fell over the rest of Yorkshire then ran down rivers drains etc our drains are all culverts now and couldn't cope , it was a man made disaster.

If a cloud was "seeded", it would rain out straight away as it goes. China is way way far away from central Europe. The storm has been acting like a vortex spinning over central Europe for several days without moving away, just bringing more and more heavy rainfall. It was predicted to happen by our meteorologists so we had couple of days to prepare for the worst but it turned out to be even worse in some places.

Please explain how the seeded clouds over China would move to Europe when the prevailing winds blow from the west, typically bringing moisture from the Atlantic ocean. This time, a cold front from north-west met a warm front from south east bringing moisture from the Mediterranean, meeting in a low pressure area over central Europe. Secondly, explain how the Chinese would convince the clouds to rotate like a vortex (a cyclone) and stay in one place for half a week while delivering all the rainwater. The whole storm was monitored by meteorologists as it formed and a severe flood warning was issued several days in advance as the weather system was moving in. Check the meteorological maps.
