Good luck. Canadian cities may be expensive but cities in TX are going to be hot and almost as expensive. US coastal cities are quite expensive. Don't know if you are a US citizen or not so I can't give a strong recommendation, but if you are able to live in the US you might look at a non-coastal city like Charlottesville, NC. If you can afford to live in California you could try the Sacramento area. Lower cost of living will be found in mid-sized cities in the middle of the country (e.g.., Des Moines, Omaha, etc.)
