hear me out. A cagelocke were the perks aren't revolving around held items and TMs, meaning you can use them like normal but instead about giving things that are normally against the rules. IE the perks would be nature change, IV and EV distribution, illegal moves, and/or custom ability(no huge power/pure power if PKhex allows it idr if it does).

So Frank’s mostly correct on citizen’s arrest. Technically you have to tell the law enforcement agency your “reasonable suspicion/probable cause” for why the person was arrested but there is a form the law enforcement officer signs that acknowledges the reasoning is sufficient/ the arrest is valid. I believe thats how basically all arrests from loss prevention specialists are handled.
