If you can't really spend 20k for a laptop, then please dont look for new hardware. You can go for cheap but reliable, pre owned office laptops, IT companies generally phase out 4-5 year hold hardware. You just need to find a dealer who deals with these systems. You can get fairly decent specs on the older laptops too, i3/i5 from 6th gen to 9th gen.

I myself I'm using i7 6700k, 16GB Ram, and 256GB nVME as boot drive, this is my home server and it serves the purpose well. This PC is more than sufficient for home use you can easily run Mid demanding software like Photoshop, Browsing etc.

You've mentioned windows 11 license to cost 4000 which is not the case for OEM keys which these companies use. Although it is very cheap the only disadvantage is it doesn't have Microsoft support and it is not reusable as it is registered to the motherboard.

My first laptop was something like this, 11.6 inch, celeron, 4gb ram. It was a lenovo ideapad 1 that was priced at 20k. For around one year, i really did web development on it, like vs code, react etc. and it worked decent for me at that time. But after like 5-6 months, it started to really lag, and now i don't use it. But it is still good for someone who needs a laptop to do stuff like excel, word, PowerPoint, simple browsing etc. But i think if you install a linux distro such as ubuntu on it, the performance will definitely be increased, cause windows is really buggy compared to linux

Also about the WIFI problem, I used to have the same problem with my age old PC back in 2019, I didn't had a good cpu, no gpu and 6gb of ddr3 ram, no wifi card so I bought wifi module for like 300 rs which only connects to 2.4G frequency bands only and it keeps disconnecting whenever the usage goes pretty hard and the module gets heated up in like seconds, moreover I think it's a problem of the CPU as well as whenever it's hitting 100% constantly all the time signal to wifi module from the motherboard goes boop

I got a similar laptop at 14k for my staff's Excel and general use. After 6 months only the battery has gone too low rest all good. It has underpowered R5 3rd gen, 8gb ram, and 512ssd. Quite decent specs compared to price and screen is 14inch, larger than this. Avita pura E14. Sometimes it comes back in stock too.
