Blizzard has been the absolute worst at balancing their games for over a decade now. If a character is slightly underpowered, they give them like 5 buffs at once so they become oppressive, then nerf them down into oblivion when people complain that they're too strong. They did the same thing with Genji recently, and Bastion before that. It's also funny how obvious it is that they forgot the extra healing would contribute more to her ult charge and give her ult every 30 seconds.
