That weasel is not in power. He’s acting on behalf of those in power. He’s the equivalent of the cops just on the judicial side as opposed to law enforcement side. Having him act that way likely results in those without an extremely well developed constitution (most of us) being dissuaded from taking further action and thus saving the DA from having to do anything but make propagandist videos for the public she doesn’t wish to serve while still collecting a six figure salary that the very same public pays for. He also serves as a form of plausible deniability when someone like Justin, who obviously does have a well developed constitution, brings attention to the truth about how offices of government are actually disservicing the people. When pressed by the local press (in a softball way of course) she can say he doesn’t represent the values of her office and so he was fired for cause. And the sheep go back to sleep. Rinse and repeat.
