Kind of both? It's a gel, which is a solid that's defined as a solid but flexible network of molecules ensnaring/containing a liquid or gas (in case of hydrogel). And Jell-O is mostly water, actually more water than gelatin, but the water is in a liquid state and separate from the gelatin structure, which is the solid component holding it together.

Its basically exotic matter, using a vacume and applying a hard electric charge to atoms while cooling them to near absolute zero creates matter that doesnt follow conventional laws of physics. It disinigrates fast though so its held in a strong magnetic field to sustain it when created. My theory is take that in a large quanity, and hold it onto a space ship via magnetic induction through a field that spins like how pulsars do.
