Normally booster energy boosts the highest stat. When webs is up, speed is lower - ie if it were the highest stat it now no longer is. Earlier, Showdown still used the speed as the 'highest stat' even if webs lowered it. Now it's correctly the highest (ie if webs is up it wont boost speed)
