For real. Tucson is more Sonoran, while Phoenix is kind of a mix of Sonoran, Mojave, and Native American. That being said, Arizona sports teams have a tendency to use predominantly Sonoran wildlife for mascots (in particular the Sonoran Pronghorn at GCU, and the Western diamondback for the pro baseball team of the same name.

As somebody who lived in Dallas for 27 years, the TCU/SMU distance is SOOOO close. It really is roughly 19 miles compared to about 23/24 miles.

I agree they both should count. The only argument for different treatment would be that the city of Houston was incorporated before Sam Houston State. Rice, TX and the Rice Institute were both in the same year, 1912...though Rice, TX existed as an unincorporated community before then. That is a terrible argument. They both should count. Same with Austin College if you wanted to do Division III...which you should not.

None of these places are actually in Miami. UM is actually the closest to the city of Miami, while FIU is in University Park, an unincorporated community in Miami-Dade County 6+ miles west of Coral Gables. Hard Rock Stadium, where the Dolphins and Hurricanes play, is by far the most distant from Miami; it's in Miami Gardens, on the Broward/Miami-Dade county line, and some 13 miles from downtown Miami. It is true that FIU is ever-so-slightly closer to HRS, but it's academic because I'm pretty sure they're using stadium locations.
