The left hand killer was a reference to the main villain in the movie Red Dragon, which was a prequel to Silence of the Lambs. He holds a tabloid journalist hostage showing slides of victims and more

Also Cartmen’s psychic ability and style of dress is based off Christopher walkers character from the movie The Deadzone where a man gets psychic powers and is able to force the future when he touches people he also uses these powers to track down a serial killer,

I never understood hall monitors. So the hall monitor is a student also, shouldn't they be in class?

in my country we have something similar to hall monitors. the way it works( at least in romania) is that students for one day per year will stay at the entrances( most schools have more than one) to the school and do certain tasks like helping teachers carry stuff, asking for ID for people( usually parents) visiting the school and reporting students who are wondering the hallways during class if they don't have a valid reason( like being late or going to the toilet). i think it serves two purposes: 1 the school doesn't need to hire extra staff to do those things and 2, it teaches kids responsibility to a certain extent.
