If you mix 1 part glycerin to 2 parts water, it thickens the water slightly and helps the glitter float about, suspended in the water rather then a quick swirl then float or sink.

I think I'd personally just use the cheap ornament without the cork around it. 🤔 hot glue it in. They look cool though

I think snowglobes require more than just water & glitter inside for it to work properly, which is why its floating at the top.
