Well yeah. Anything that isn't blind and touches the rainbows will think they are a snail so much that they will morph into a snail. Even scarier, its irreversible unless idk you can rewind time.

Actually the AI ARE effected its just cause pucci in general isnt affected cause (SPOILERS) when pucci noticed that you get snail'd when you look at the rainbows, he makes himself blind to avoid it.

Pucci with Whitr Snake doesnt affective with Heavy Weather because his passive, he can take off his vision with a disc (like in manga)

depends on what your looking for. Josuke part 8 has the highest damaging combos, but charaters like The World Diego have fucking nuts set ups

Part 3 Jotaro has good, damaging combos, and a decently long, instant time stop that links into DHA. New Moon Pucci once he goes into Made in Heaven is unstoppable- all of his skills become instant and link well.

How tf Weza ripoto is supposed to fire up enemies, isnt it supposed to control the weather? Or there is a fire cloud? And why he can do blood spikes?

The blood spikes uses his ability to alter the humidity, freezing the blood into a spike. He basically has the ability to control water, and by extension clouds. Y'know, gas form (when it boils), liquid form (neutral) and solid form (ice). The fire is the result of him being able to manipulate air and wind, he can create extremely localized atmospheric layers - he can even deflect projectiles with it. The fire part is from the friction created when someone (for instance) punches through the layers, or otherwise goes through them. Kinda like how boy scouts use friction to start small fires using twigs? Same idea, increase friction and you can get embers. With the proper conditions in regards to air and wind, that can result in large fires. I think it's easier to think of it the same way one thinks about those spontaneous forest fires - correct amounts of heat, friction, air, and wind, and you got yourself a BIG fire.
