I think this video is for entrepreneurs who want to make money by providing services to businesses, and majority of businesses use tools and stuff and not pay developers to custom build everything as its very expensive. It's how to make money outside of programming jobs. How you can provide value to businesses, based on what they demand (which isn't just custom development). You might be able to get a coding job, but if you want to make money he's saying you're going to need to learn outside of just coding job, marketing, business, design, web tools, advertising, etc. There's lots of demand and not as much supply (competition) compared to tech jobs.

I’m currently a truck driver and want to switch careers but I want to know is it still possible to get a job with just html, css, js, and react?

Bro there's job opportunities but I wouldn't focus on react as your first job because there's going to be alot of requirements for you to get the role. I would suggest content management, email development and then once you get hired start learning react and then apply as a react developer when you have atleast year of experience. Companies are looking for people to have some type web development experience FOR REACT ROLES
