Another issue, what happens when you have someone who is an extreme generalist in an IT environment? Someone who literally has done everything, because they have no one else. Their constraint? I only did that once last year, great how did I do that? Nope, doesn't work now tech changed, procedure changed, policy changed, system changed.... The rapidly evolving model of IT is accelerating beyond ability to maintain learning time. No wonder its now common for no on the job training. Normal operations doesn't exist anymore, its a fantasy.

The Brent issue you fail to identify. What happens when there simply are not enough people on hand to incorporate against radical time constraints? We don't have enough time, Brent IS faster. I'm already over loaded doing three peoples jobs, Brent can take the slack and we can move on. When management makes changes that actually have leisure in which employees can incorporate cross training, then great. In an organization that does not have enough, the critical mass of forcing in time only leads to Expertise Bias. Then you only allot for the paradox of SME vs SME who gives up their time? One of you have to cross train now. Only then what? Repeat the other direction? Bull shit... Job creep destroys people, morale, and only creates meaningless constraints of a different kind.
