NO, because K is specifically, the ability to measure the heat flow capacity of a material. Also you have put the relation incorrectly, Ke greater than K lattice for CONDUCTORS. For conduction in a solid body K= K-electrons + K-lattice. The measurement of current flow is a different concept.
