Miley’s family is from Tennessee, that’s been known even in the series Hannah Montana, they’re from Tennessee and in the Hannah Montana movie they travel to Tennessee for Miley to find herself again (her character name is Miley also in the series..)

She released the song in 2009 (Third season of Hannah Montana), she finished the tv series in 2011 and she cut her hair in 2013. This is part of her first EP but it's her sixth music project. At that time she had 3 soundtracks for TV, 1 movie soundtrack and 1 studio album. She was very young also, I think she's 16 in this video.
