That is a huge red flag. I would totally ask around the neighborhood and the previous owners about this creep. Also I would have 7 ft cedar fence put up right in front of his fence with the hole in it or at the very least I would have my husband put up 8 ft high privacy mesh around the pool house. What a creep... I foresee many issues with that man, good luck with your new house.
