The reason why west Malaysia is on a different timezone from Sumatra is because they follow Sabah's timezone in east Malaysia. If you search "timezone map" you can see the "+8" timezone protruding like a shovel around west Malaysia. Otherwise both would indeed be in WIB or +7 timezone. This is not a bad move though, as it allows Malaysia to be in sync with major regional economies like China and western Australia, and only one hour off from South Korea and Japan.

Hi Nick, you need to pay $35 to enter Indonesia because of the need for the Visa on Arrival (VoA) for US citizens. Singaporeans don't need Visa on Arrival to enter Batam or other parts of Indonesia because we have a reciprocal free visa agreement, so Singaporeans don't need to pay the $35 fee.

ASEAN countries' citizens (there are 10 countries, including Indonesia and Singapore) can visit the other ASEAN countries without visa if they visit as a tourist. So no need Visa on Arrival, which means they don't need to pay any visa fee. Thus, Singaporeans can visit Batam, a part of Indonesia, without paying any visa fee. Just show their passports. Same way for Indonesians or Batamers visiting Singapore.

There is a reason why Malaysia advances the time by 1 hour faster, the same as Singapore, the determination was chosen by taking into account the country's economic (resource and financial management) considerations. At that time, major economic powers outside ASEAN such as Hong Kong, China and Taiwan used the GMT +8 time zone. So by being in the same time zone as these superpowers, Malaysia is expected to be more competitive. When Malaysia made the announcement, Singapore did not want to be left behind, saw Malaysia as one of its biggest trading partners, and then swapped its time zone to GMT +8.

Those USD 35 visa is actually the way of Indonesian Ministry of Tourism "encourage" foreign tourist to travel exclusively inside Indonesia when they are in Southeast Asia. Because, back in the past, foreign tourist usually spends much shorter time in Indonesia and then travel to several countries in Southeast Asia instead. So, if you already arrive in Indonesia... you will be more inclined to travel domestically with those USD 35 Visa... By doing this, the government ensures less backpacking and more so-called "quality" tourism with longer stays and more spending. It cannot go on forever of course, it would be back the way it was. But judging from the latest data from Ministry of Tourism, the trick seems to have worked. I think, it is benefit of being a big country sprawling across three different time zones. of course this does not affect ASEAN country members passport holders... ASEAN Citizen have been enjoying this ViSa-free travel from as long as 1990s or even 1980s.
