Is it possible to do a fast transition from sumi/hikikomi gaeshi to shime waza? I've seen shime waza as a 2nd attack after yoko tomoe nage and it is interesting for me to know is it possible to do the same thing with sumi gaeshi

Definitely. Roll over on top of your opponent and immediately apply a Cross Lapel Strangle. A common and effective transition. Good thinking on your part!

@welcomematstevescott is the only difference that one grabs near the arm pit of the other arm and the other grabs the belt of the same arm?

The difference is the angle of attack and direction of the attack. Sumi Gaeshi is to the corner and Hikkomi Gaeshi is more to the front.
