Barbara Mater Night Vale is, to put it lightly... not a normal place. The librarians in that town's library are apparently malevolent beings, all with the name Randall, and they're attributed to its fatality rate being well above the national average. So, I guess librarians in that town aren't subject to the same laws. Then again, Night Vale is a superstitious and reclusive town, so who knows what amount of crazy is in the town hall's chambers?
