Started 4:00., I saw lots people just parks their car by the side of the road, it that legal? Why they did that?

I assume the roads and houses were built before cars came along, so there's narrow roads on the hills, very few garages and no off-street parking. It's legal to park where there are no yellow lines on the road and the vehicle must be parked the same way as the traffic flow.
