@@AlishiaAlcott The authorities of a country can order your passport be taken if you are a flight risk after a court hearing never heard the police can do such. Yes when in canada and you are a passport holder you PR card is void in other words he has none it would be destroyed by immigration the day the oath is taken for citizenship so there is no way a card could help him to get his passport back. I did listen to the story but things are different in all countries and I don't know where your inderstanding is from.
