Is the speed at which the enemy healthbar drops only determined by the hp the Pokémon has? Or does having increased stats (I.e. Calm Mind boost) increase that aswell?

Yes higher HP means longer drop which is also why Gen 4 was so abyssmal with the slow drops and later corrected

You can only take one of the Suicunes, unlike Noland, who can use the same Pokemon as you have. He ignores the species rule.
