cost of living is also a major factor. Gujrat, Maharastra are one of the top costliest states now see West Bengal. Doesnot matter indeed seeing only one report doesnot satisfy all other conditions. In one side not allocation of projects in previous decade and in another side criticizing few opposition states. This was one of the major rule that was taken in central in the last decade. This is the major impact that you are seeing. It's the participation of both state and central. Not a single governining body solely perform every action
