If the rider is on the Dam, then is the foal actually a Hinny?

The dam is a Mammoth Donkey and she was bred with a mammoth Male Donkey (Jack). So therefore, the foal is a donkey as well. Hinnys are produced from Female donkey and sired by a horse (stallion).

I have a female mammoth donkey but she didn't get very big barely meets the height requirement but I want to get a male to make them a team as well as a breeder for her where is the best place to get a male I live in east texas

Errrrrrrrrrr, Earssss, read it again. Niether one is a "mule". They are mammoth "donkeys". not mules. I have mules so I know where they come from lol...........
