I have a 16 inch model that the cap blew up in and it also had bad speed variation. The speeds only seemed to get slightly better after replacing it so I think thats just how they are. Be sure to check regularly to make sure the capacitor goop does not spill out as mine did and potentially not have hazardous material on your floor.

The reason why you don’t see much difference in the speeds is because your using it on 120 volts so if it was running on 100-110 volts you would see a big difference

I think the reason why the motor smells is because it needs to get rewinded

get a new capacitor because that isn't running at the right speed.
