Oh, I don't know, they could do the usual cheating with each other's wives and husbands, break into a private business and steal the stock and pretend there was a robbery or maybe lie about their whereabouts and just go and have sleep in a remote and quiet parking spot. He was only saying that so on his bodycam he'd have an audible record, if he needed it, as justification/excuse to later claim "Well I had reason to believe the license he handed me was forged." Total bullshit CYA statement, and he probably teaches that to his lower officers as an "old pro trick". "Doesn't matter if it's true or not. You put stuff like this on the record, to give the DA something to work with if it ever goes to trial. Cover your ass, cover the department's ass, cover the DA's ass. That's how we grease the wheels and keep things rolling."
