Clarinets are closed pipes, saxophones are open pipes. That means clarinets can only access the fundamental and odd overtones, whilst the saxophone can access any overtone.

Yes. The air column is contained within the bell of a sax which have conical bore and the air column extends out of the bell on clarinets which have cylindrical bore. This explains why clarinets have a lower range than a sax with the same fundamental pitch.

Honestly if you really want to go for it your prior clarinet skills will help you a lot but it might also make you face some challenges I started on clarinet and went to start to do both of them and I had a really hard time getting out my low notes but I had a really good tone for just starting because of my prior clarinet skills so just keep that in mind
