Netanyahu wants to keep his thousands of hostages and continue the war after the Israeli hostages are all released. He puts nothing on the table for a negotiation. He rejects any plan leading to a ceasefire after all Israeli hostages are released and that is a fact. He even rejected plans that lead to an option of a permanent ceasefire. He has no interest in the hostages and has likely killed most of them. A majority of civilians killed on October 7th were killed by the IDF, willfully. They want the hostages dead.
