Every person testifying before any congressional committee says that. Thank you, Senator. Thank you for that question, Congressman. They do it ad nauseam. It takes up time during the questioning period, albeit just a few seconds, but when it done numerous times over the time limit, the appointees might get asked perhaps one or two questions less than they otherwise would. They want the least amount of questions asked and answered in an attempt to not screw up or get into areas they'd rather avoid.

Bad take. All of this is public record. Obviously, you prepare for a Senate hearing ahead of time and one of the most obvious ways to do so is to look at the questions that were asked in the past. I’ll never understand why ignorance of the law is no excuse for a citizen to commit a crime but it’s the exact premise Officers rely on to get out of trouble when they commit one. ‘Sorry, I didn’t know because no exact court case with these exact conditions ever happened to put me on notice and since you’re going to accept my plea of qualified immunity now- my situation won’t create one either.’

No one should ever have "Qualified Immunity" especially not a Politician, a Judge, a Lawyer or those in Law Enforcement. If you commit a crime you face charges, prosecution and potential prison time.
