The Eevee can be evolved. You get access to all the stones which evolve Eevee (including Shiny Stone for Sylveon), as early as Chapter 5 (via sidequest). All the Eeveelutions have new abilities too like Sylveon having Soul-Heart, Umbreon having Magic Guard, Jolteon having Sheer Force etc.
