Usually ATC will decide that and publish it on the ATIS (e.g. "expect ILS Z approach" / "expect ILS Y approach.") Sometimes navigation equipment like a VOR or NDB is unserviceable, making one of the approaches unavailable. Or airspace is restricted. etc. etc. So there can be many reasons. Ultimately ATC will decide it (on basis of operational factors and surroundings) and publish it on the ATIS. As mentioned in the video: We tend to expect the last letter ("Z") over the others (so it is prioritized backwards), but that is not always the case and can vary from airport to airport.
