To answer your question, Sam wasn't in the episode because he meant to do a brief cameo as a throwaway gag but that role went to Barney as that made more sense

Why couldn't they have had 2 throwaway gags in the same epsidoe? They could have had a cutaway to same after the barney cutaway? They could have had had the other characters say Sam is out of town. They could have written a different cutaway with Barney and Sam.

I think I heard somewhere that Sam works as a truck driver, and (ignoring the fact that he’s an alcoholic) I think that it’s a pretty suitable job for him. He definitely looks the part, and him being out on the road a lot could serve as an in-universe explanation to why he hardly hangs out with Homer and the guys, as well as why he was absent from Larry’s funeral.

The series is going to come to an end in the next few years... I don't like what the writers are doing, however, all things must end. Remember how vital Moe was in the first couple of seasons? We need an episode where Sam comes back from wherever he went, and is devastated because of the death of Larry. Here’s how the episode would go if I created it: Sam returns from a vacation that sprawled over about 11 years in our timeline, And he’s devastated to learn of the Death of Larry when he returns. Sam becomes extremely depressed and I want to jump off serenity falls, but the everyday Moe’d Tavern crew convinces him he still has life left to live, and they give Sam that kind of connection everyone wished they had with Larry.

That would be pretty cool. After Larry's death the gang realized they took him for granted and practically didn't even acknowledge him. So a Sam episode dedicated to Sam, I'm here for it!

Sam actually had more lines than I thought. The strangest part about the Homer finds his soulmate episode was that Bumblebee Man, Kearney and Dr Hibbert were drinking beer at Moe's together and they were explaining what they were to Homer
