No, they don't. They are assigned to a cop car to be chased. Only certain spawned peds spawn with a pistol and other police cars nearby the player will go after that ped - that's a thing devs made to make the world feel alive, but peds can't get 1 star, 2 stars etc, you'll never see tanks going after a ped or police spawning specifically to take down that ped.
