I live in Valencia. I have never seen a disaster this bad in my life and it's sad that the people did more than the government. I've volunteered and helped clean the streets and donated food and water and the devastation is horrific. I think it will take years for the city to recover.

Hi! I am Ukrainian living in Valencia and I have made the same video in Ukrainian so people know about this and can help. I am here in Valencia and have many friends affected by this and I volunteered since the first day to help Spanish people like they helped us when the war started and we came to Spain. People help people ❤ I confirm that alarm was too late and all the victims told me that there were no help except volunteers and neighbours first 4 days.

The local government of Valencia did not send the alert. The federal government cannot step in/interfere until it's a level 3 alert. Mazon is to blame here.

I'm saying after 30th of October, with 1000 UME military deployed, the general only asked for 500 military more (300 army and 200 airforces) for the next day, when clearly the people there needed waaaaaaay more military and personal, and you cannot say that they couldn't have access, because when the General of UME said that, he was referring to the afternoon of the flooding itself, not that they couldn't access the next day, when the first 24 hour are crucial for finding survivors, and the people there was asking for help, and they didn't send enough people because they wanted the local goverment to fall.

One of the problems was that there really was NO rain at that day in Valencia, nor in the suburbs that suffered most. I it were, people may have taken action. But there was really no sign of danger that day! All the rain poured in the mountains that moning.

Patry, Lo siento mucho. Me suena que el país necesita un ministerio dedicado a los desastres precisamente. Es tan triste. Aquí en EEUU tuvimos un huracán que alcanzó a las montañas en el interior del país, tb inesperado. Mucha gente en los pueblos en las montañas se murieron y hace unas semanas y apenas están alcanzando los sobrevivientes. Además aún están buscando la gente q se desaparecieron con los diluvios, pero son cientos de millas q quedan explorar y los muertos están cubiertos por toda la tierra q se cayó por los ríos. En fin tenemos semejante desastre aquí. Sé q el pueblo es muy fuerte. Los españoles han aguantado tanto tras los años y no cabe duda q esto lo van a superar. ❤❤❤

I would agree that a national emergency management agency is a good idea, but here that responsibility is already held by the local governments. It is backed up by the national UMA (military division), so the EM function is already present at both local and national levels. Making it a ministry would likely not necessarily increase anything except the paper work.

This is going to be probably so long, so I will divide it in comments to make it easier (and not forget also about Castilla la Mancha, too). First of all, thanks to Patry for the idea of making the video in English. It's definitely so useful and more direct to foreigners. And also the respect she has showed when talking about the death, the missing and especially the amount of people in that area. People tend to think that those are towns when mostly all of them are medium cities, between 10k and 80k. But I want, I think it's necessary, to clarify some things. Although probably (and definitely) the need for legislation in such tragedies like this one should be done, in which the "competencias" could be administrated faster and easily because we talk about people's suffering and resistance, definitely we CAN'T put the regional and the central at the same level (focus more on the 2nd point): 1) in the pandemic, the central government was criticised because the communities (comunidades autónomas) should have had more autonomous control. Now we think the opposite in another chaotic situation.

2). The government in Valencia ONE of the first things it did was removing the emergencies. Not the ambulances, but the ones needed in situations like this one. And they were celebrating this. Second, although Patry has explained perfectly the point of the alert, it's clearly the regional government who needs to do this. The one who is in the territory and knows in time what is happening. People were doing their lives, they couldn't be revising a radar. An emergency on mobile phones is a regional obligation and responsibility. And even after Valencia, two days later they waited too long to send the alert in Castellón. Hopefully nothing happened because of different things (one of them the storms being not static, like in Valencia). The president of Valencia first said the AEMET didn't do their job. Yesterday the Conferencia hidrológica. First thanked the central government, then he criticised it. He's overdone by the situation and does not know how to act, which is clearly different to other communities who sent in general terms the alarms in time, without waiting for the general government. Returning to what I said before, sending the competencias to the general government implies now STARTING AGAIN, because it has to be redistributed. And that's a waste of time. Probably a way without bureaucracy in this case, in which the control is in the central but the ones managing the decisions in the territory (like the police) are the ones of the area. Not all focused on the central who don't know how the place is.

Then, the ones not knowing how to manage the help there are, again, the government in Valencia. People, like you and me, were there as volunteers to help and were sent to places without doing anything, firefighters saying they were sent to X place without instructions. If we have to focus on responsibilities, although we have to ask for all of them, don't put in on the same level when the one in the area is doing nothing good. Yeah, the ones who have to ask for the army (not the UME, who arrived faster). And yeah, the King and Queen went. But the streets were cut for more than 2 hours, when it's obvious that that's a career against time. They went on a day in which the movement was reduced only for the help of big machines (so a contradiction) and because of the weather, and only after their daughter's birthday. Obviously they went when the circulation was easier (not like at the beginning, which is obvious and understood), but they also took their time. They talked to people, but they need help, not only a small conversation. Even the king said in a bad mood to someone: if you don't want, I don't come (si no quieres, no vengo). We need public figures helping cleaning or organising supplies, also the mayors too. None of them are doing it.

Greetings from Poland, we've had a very similar situation about 2 months ago where literally due to massive rain storms, the flood swept away towns, bridges, infrastructure and so on, and again just like your government, ours didn't help either. They were very disorganised and took forever to do the basics. So people from all over the country came to the rescue. So 2 different countries, miles apart have one thing in common. Useless, unwanted government which is a pain in the back rather than support😅😅

Condenlenses to the people of valencia and spain as a whole; i personally believe that its not time to share blames but to unite together against the natural enemy. Together you can stand but in division you fall. So spanish people stand strong to clean up and look out for the lost ones. Wishing you quick recovery.

El gobierno valenciano no envió la alarma hasta las 20 horas, aunque ellos se fueron a casa a las 18 horas. Es complicado explicar como funcionan las autonomías, lo entiendo, pero habría que detallar.

@@es8346y se dijo de primera hora que había alerta mientras Manzon a las 6 decía que ya había pasado todo. Quien conoce la zona siempre es antes el territorio, por la cercanía. Pero venga, a negar la responsabilidad obvia. Aquí en Catalunya también han crecido los barrancos en cuanto a nivel. Obviamente no al mismo nivel, pero si se te avisa a tiempo con la alerta y protección civil hace su trabajo estás mucho más avisado que esperar únicamente a la subida. Porque además la alerta telefónica, si te llega, es instantánea. Una medida como la del ministerio probablemente no. Por no decir que los modelos no pueden preveer por ahora el nivel de subida como tal de forma anticipada. El riesgo, sí. Y eso lo hizo la aemet, pero se ignoró.

@@angyML mira, no estoy para debatir por gente abducido por Sánchez y los suyos, que esperan la mínima oportunidad para llamar nazis a los que cuestionan su discurso. Y no hablemos ya de los voluntarios que se están dejando la piel allí, mientras que miles de HDLGP se dedican a difamarlos por las redes sociales. Estoy en un momento en que si alguien mañana prendiese fuego a La Moncloa o al Congreso de los Diputados, lo celebraría sin lugar a dudas

Yes, the Spanish government have been removing them , for a couple of year , but that's not the problem, is that the politicians are heartless The dams close to valencia have done their job

I was in the south of Spain when this happened. What struck me was the lack of drainage in the streets. Our town flooded in 2019 and the subterranean carpark under our apartment filled with water. Several people were killed. After that, our insurance company demanded that drainage was installed and a bilge pump installed. The council also installed a flood channel through the town to the sea. This time we escaped the worst of it although the beach was washed away. This type of weather phenomenon happens in this area from time to time. We don't know when, but, we know that it will happen at some point. All we can do it build defences to mitigate the worst of the effects. Spanish bureaucracy is terrible. Hopefully the government and councils learn their lesson this time and plan for the next time. Sadly, for the many people killed, this will be meaningless.

There is no official figure of the missing that is anywhere near 2000 people. Where did you get that number? Are you spreading rumors? If not, verify and publish your source for that 2000 number.

That was an estimate based on Survivors calls providing information about people they knew were missing.

The oficial number as per today is Bülow 100. Unfortunately the lie machine has been working at full speed.

There were over 2000 people reported in the first day missing but in the following days many were found and it went down below 100.
