So what did you do to actually make Austria competent? I understand using a mod to add new territory, or have a new country join the war. But how do you change the AI so it makes only the correct decisions?

Austria gained much more troops, full war support and stability, more factories and several buffs given by strengthen them in the game rules. I didn't really change the AI's decisions but made the decision to get Italy on their side myself for them! :D

Austria, Hungary was competent, almost managed to defeat Italy alone, only after the Brusilov offensive they were weakened but they continued, what made you end up was the Slavic soldiers of Atustia, Hungary and the Hungarians allegedly withdrew to defend their territory.

Those territorial concessions from Austria meant that Italy has much more to gain from choosing the Central Powers. Austria strategically removed almost all the bait which the Entente could have used to draw Italy into their side.
