Jiren only has shown his true power when he wanted to actually eliminate Goku and then he has finally broken that limit, but he only went to 12.1 septilions while Broly has been powering up constantly while fighting Vegeta and then Goku and reached 11.2 septilion even though he has never had an actual opponent untill Vegeta. Jiren had actual training while Broly was simply trained as a brute.
