Steve has made bad decisions too but what makes him great is his honesty and admittance of his own flaws doing better than he did before. He acknowledges his own mistakes as a part of his personality and uses it as a catalyst to improve himself. Saying that his "incorruptible" also makes him ignorant and bias in making his decisions and that's not how Steve is. He always exacts justice and fairness even unto himself, making him "worthy" not just of Mjolnir but also the respect and trust of his comrades.
