Also, in case you were wondering, the way that military attaches work in hoi4(vanilla) is... When you send one, you get 50% of the XP VALUE of who you sent it to, but it doesn't take away the xp from the ally it just means that since you had "forward observers" on the ground watching the action, you learned a little bit about warfare indirectly by observation. Thus, the reason it's 50% and not a smaller, more defined number, since your army is not really fighting. So if you are USA and ally to Britain, if you send an attache to Britain and they are getting 1.00 xp, you'll get 0.50 xp, but they still get the full 1.00, for a total of 1.50xp not 0.50 and 0.50 between both allies. Basically, you're not "stealing" the xp, causing your ally to receive less of it... rather, it's cloning 50% of the allys xp out of thin air and gives it to you because technically, from a historical standpoint, you have a guy on the front lines watching the battle and learning from it. I hope this helps. This is just for the og vanilla game, though. They may have changed this mechanism in later updates or dlcs or mods, idk what version you guys are playing usually...
