I don't remember if it was mentioned, but Cell gets Zenkai boosts, and the fact that he can regenerate from basically anything other than a Father-Son Kamehameha means that every person he trains with can go absolutely all out, so not only do the Z-fighters have an immortal punching bag, but that immortal punching bag gets stronger everytime he is obliterated to almost nothing.

There is a lot of reasons for why Goku could have god ki. He could of said yes to Kami's offer to become guardian, drinking from the ultra divine water. Maybe while in underworld King Kai could of infused him with god ki as a booster. Eating from King Yami's fruit could of done it. Nothing wrong with the story but I just think there would be plenty of other more logically reasons as to why he gained it besides randomly finding it.
