Mans afraid of making Goku OP. Broly and Goku are completely raised different, so to make Goku have this legendary form will come with an element of being OP. Spirit control is a big deal and the Planet Yadrat* visit was vital in Goku controlling his rage in SS form in the original canon that same logic could of been applied to this legendary form since it's based off rage, coupled in with him not dying and living with family and training on King Kais planet during the years leading up to this Arc with Whis training him, he should be as strong as destroyer Topp from universe 11 ATLEAST. And his training with Whis at this point should have been on control of all his emotions that cloud him to unlock UI as his power is already deity level but his frustration n concerns(him blowing up a planet unintentionally like Namek when he destroyed Frieza for example) in the form are preventing him and overcoming that hurdle can lead him to UI( truly "trespass into the realm of the deities"-Vegeta) in dragon ball fashion... Btw Vegeta would be hinting at Evolved blue aswell because as we know Goku drives his ascension. Future trunks Arc would go down with an Ultimate Vegito and Zeno having to show up in a shorter time frame and future Trunks rage form wouldn't exist as future Zamasu would make an early appearance due to Goku Black being overpowered by Goku and Vegeta leading to the earlier mentioned of Zeno ending it all. And the TOP Arc should naturally have Goku push the UI form as Jiren has the presets to fight against UI. His nerfs should be stamina and focus. Gohan being so close to his father and having his DNA should also unlock the Future Trunks SS rage form during this tournament while fighting someone like fused Kefla... Sidenote lol the Broly movie shows how OP the Legendary form is and now imagine it with years of training. Come on now, you can't NERF the possibilities the way this story of Goku the Legendary SS has gone, don't be afraid lol
